The rains are continuing, and have washed out the access road to one of the bridges crossing over the Panama canal.
The National Civil Defense System says eight people died last week in mudslides and two others drowned.
The office said Monday that 2,720 people are in shelters nationwide.
The government has declared a state of emergency, after at least six highways were damaged or flooded.
