NEW YORK (AP) - New York City has declared a weather emergency, as it faces another storm that could dump up to 10 inches of snow.
Officials say any car found blocking roadways or impeding the ability to plow streets could be towed at the owner's expense.
That's after a December snowstorm paralyzed the city. Abandoned cars delayed the progress of plows and hundreds of buses and ambulances ended up stuck on unplowed streets.
Today's storm has brought a mix of rain and snow from Tennessee into New England. The snow is expected to get heavier by the evening rush hour.
Flight delays and cancellations are already being reported in New York and Philadelphia.
The Philadelphia area and New Jersey are bracing for 4 to 8 inches of snow, plus high winds. Some parts of the East could see a foot of snow.
Philadelphia is declaring a snow emergency effective at 7 p.m. Eastern time.
