Not all pit bulls are vicious but this is still a frightening site.

This footage was taken by JoAnn Wilder on her cell phone in her back yard. The pit bulls were chained in her neighbors yard at 4921 Nisbet Drive. They allegedly broke loose frightening several in the neighborhood.

JoAnn's husband says this was not an isolated incident.

"We have nothing against the people themselves. But its the dogs, they're a problem and they're a problem because these dogs, they do attack you. As you see in the videos you've got they will run up on you. Whether they'll bite you or not I don't know. I don't want to wait to see if it'll bite or not before we take action so we decided we'd take action before the dog bites somebody. I also feel sorry for some of the dogs too. The way that they're being treated and the way that they look, it doesn't seem like they're being taken care of." -Tommie Wilder/Concerned Citizen

Since the passing of the Service Delivery Strategy, Animal Control has been under the control of the county. I went there and while no one could speak on camera they said they are familiar with the house and that several citations have been written to the owner of the dogs.

While shooting video for this story several people from 4921 Nisbet came out and began taking the pit bulls into the house. I spoke with one of the residents in the home who declined to comment.

"Everybody's just worried about the safety. Because you've got these dogs running loose and as you heard one of the neighbors just said in the house he hopes one of the dogs gets loose and bites us. So that's the mindset that they have so we have the mindset that we need to do what we've got to do to keep this neighborhood safe." -Tommie Wilder/Concerned Citizen

In an email to NewsCentral, Public Information officer Jami Gaudet says "The Precinct 4 Captain, Lt. and officers are aware of the ongoing problem."
