What's the Deal With This Tower

You may have driven down Montpellier and seen this unusual structure which caused you to ask what's the deal.
Its a little cylindrical hut mounted on top of an iron post similar to how a large sign for a gas station or restaurant would be mounted. The architecture is pretty amazing and detailed. There are skylights in the cone roof, and a neat row of windows right where the roof connects with the walls. There are also little trim pieces placed on the outside of the wall. There are two tall skinny doors, one is shut, the back door stuck wide open.
So...what is it?
There's an abandoned house next door, an intricate play house for kids perhaps....of course there's no steps or ladder, so how would they get in? Its not a larger than life bird house or there wouldn't be human sized doors with deadbolts attached....and escape refuge for little people in the time of a flood maybe?
There used to be a Finchers Barbecue place nearby so I spoke to several members of the Fincher family. They weren't sure what it was but the story I keep hearing is it was built by a local brick mason to show off his skill, my one problem with that is there are no actual bricks used in the construction, so now its your turn to tell me what the deal is, if you know the reason for this structure e-mail me at cambrose@newscentralga.com, till then that's the deal.
